It's a configuration file marked as conffile.

% dpkg -s joe | grep lua.jsf
 /etc/joe/syntax/lua.jsf 7aba9521a3f3c163292f4b0f78e240ec

If you remove a conffile, it stays removed (i.e. deleted is a valid state
for a conffile). You can recover it from the .deb package or you can purge
joe and reinstall it from scratch (but if purging, first make sure you don't
scrap any local changes).
