If you are referring to the warning that is thrown by slapd if you don't have a DB_CONFIG file, that is simply a warning, not an error. I see nothing in the debian/ directory of 2.3.30-5 that requires a DB_CONFIG file to exist. Of course, having a DB_CONFIG file is highly recommended, thus the warning.
