Now, as usual with these things, the question is how to make sure people find out about this before they decide to file a bug report (which may go unanswered for a year or two...) I've just looked at http://debian-xml-sgml.alioth.debian.org/ and noticed that the latest Debian XML policy draft, dated 2004-04-12 (has there really been no activity in the last three years?), does not mention XML_CATALOG_FILES at all, and fails to consider the need I expressed: to be able to add catalog files that aren't neatly packaged in a .deb.
