Please don't expect too much from my experience ;-) I don't consider a comaintenance in details yet but, for some while, basically I build and upload the package and if you have any contribution(s) please send me a patch and/or file(s) and I'll incorporate it/them to the package and I document your contribution in changelog. If there is big changes or modifications (not appropriate to patches etc.) to packaging let's discuss it between us before uploading. I've built texmacs 1.0.6.9 already but please wait a while to upload it. But if you have any new idea please feel free to contact me.
