In order to get the sounds in Dopewars, you need to have ESD running. On my machine, it is not enabled in GNOME and so I don't get any sounds either. But if you make it so that ESD is run by default in your GNOME session (or if you run "esd" before starting dopewars, which is what I do), then the sound effects work.
