if you installed the wiki as described with kwiki -new cgi-bin/my-kwiki one gets the error submitted above. Now if you run kwiki -update inside the wiki instance, the error disappears. It seems that some files are not generated properly. Also the content of the plugin directory changed. But general that package seems to be in a quite bad shape, with empty man-pages and VERY much documentation. So man-pages saying: | DESCRIPTION | See installed kwiki pages for more information. | are very helpful!!!!! I would recommend to not distribute that package in our next stable release.
