I try to explain the problem as I understand it.

faxsetup is normally used to create setup.cache. If something is wrong
with HylaFAX after some changes to the system or after an upgrade of
HylaFAX, the experts in the mailing list recommend to re-run faxsetup to
fix the problem.
It is bad if faxsetup does not work at all in some error situation
needings manual modification of setup.cache. It would be better if
faxsetup tried to correct this.

Because I found AWK='/usr/bin/gawk' in my setup.cache I assumed faxsetup
had written this configuration entry. Now something has changed in the
system and faxsetup does not run anymore. With this assumption I thought
it was a bug of faxsetup.

After sending my first reply I looked into faxsetup and other scripts. I
did not find any code that could write AWK='/usr/bin/gawk' into
setup.cache.

Then I remembered that some time and several versions ago there was a
bug in an AWK script (in notify or faxrcvd). I think there was something
wrong with the arguments of sub() or gsub(). One workaround for this bug
was to use gawk. This bug has been resolved later by fixing the AWK script.

Thats why I think I manually changed setup.cache. This manual
modification can prevent faxsetup from running.

So IMHO it is actually not a bug of faxsetup.
If it does not work after some manual modification I can expect a user
to manually correct a the modified file.

But I think it would be an improvement of faxsetup if it could handle
the error situation without needing manual modification.

That's why my proposal is not a bug fix but a change request.
