Hmm, is there a rationale for this?

Non FHS compliance *is* release-critical. The RM decided to ignore
this for etch which is fine but I don't think this makes this bug less
important.

More generally speaking, I'm not sure that changing bug severities
should be done without explanations. In such case, I usually CC
[EMAIL PROTECTED] with a short line of rationale. Otherwise, the change in
severity is mostly hidden, especially to the bug submitter. I happen
to see this just because I'm temporarily subscribed to the package's
PTS as I NMU'ed atftp a few days ago.
