This looks like one of the side effects of the package rename. The menu item is taking the application name from a variable which is iceweasel in debian's case and hence mozilla.org returns a 404 error. Plus the release notes are not on mozilla.org but on mozilla.com now!
Linking to package information isn't quite helpful as there is nothing related to "Release Notes" and users will miss the (only important) section on the release notes page - Known Issues. The closest thing I can imagine for this menu link (if not completely removed) is a link to the changelog for the release.
