Policy describes how system daemons should be started only through the use of invoke-rc.d, and the dbus subscripts are in fact started that way. hal restarts one of those subscripts directly, which causes problems for systems relying on policy-rc.d. I agree that it is problematic, and I do not claim to have a solution. But that does not change the severity of this bug. As I wrote, I believe it makes sense to ignore this bug for the upcoming release. But it is wrong to lower severity!
