On my environment, with xorg and twm, with or without xterm,
[Alt]+[Tab] works nicely on emacs21, xemacs21 or emacs-snapshot.

I guess your [Alt]+[Tab] is overrode by your window manager or
so. Instead of [Alt]+[Tab], please use [Esc] and then [Tab] (or
`C-[ C-i').
