I still have this problem in 1.3.0-19. Though, unlike the original bug
reporter, commenting out the postgre-Module in /etc/proftpd/modules.conf
still does not cause the module to load.

As you can see proftpd does not recognise mysql directives nor does it
have the mod_sql_mysql.c module loaded.
