Right, maybe a better statement would be 

"Starting from 1.3.0 version proftpd supports DSO modules, which are loaded at 
run time
 consulting the Debian-specific /etc/proftpd/modules.conf file. That
 file must be included by your /etc/proftpd/proftpd.conf file, as shown
 in the package configuration template 
/usr/share/proftpd/templates/proftpd.conf."
