Let me explain a little bit. In fact podebconf-display-po convert your PO file into a debconf templates file with English and translated fields, and then calls debconf to display it. All the hard work is performed by debconf. If your environment is not set up correctly, podebconf-display-po can indeed not work because debconf will not display translated strings. The rationale is that this tool is targeted at translators, and they are supposed to have a working environment. I do not want to modify user environment in podebconf-display-po before calling debconf, because the requested environment may be broken (e.g. locales have not been generated). So I have to document this fact in the man page. OTOH I agree that the limitation on the file name is quite boring, I will try to remove it. Stay tuned ;) Thanks for your report.
