Did you fiddle with /etc/scim/global for it_IT.UTF-8
by including it to following line as:

/SupportedUnicodeLocales = en_US.UTF-8,it_IT.UTF-8

What desktop configuration and what other programs are you running?

Looks quite normal to me.  I think you have not only user prigram but
also something like root user terminal running on your X :-)

SCIM is running for each user then.  I changed my configuration to use
scim-immodule here and tested.
