I do not have the situation here where the fonts have file mode 0400. Can you please tell me which version of the msttcorefonts package you are using? I suspect that if this lies with msttcorefonts, it might have to do with the root user's umask. What umask does root have (run `umask` as root)? thanks, Thijs (msttcorefonts maintainer)
