The definition of what's acceptable to be asked at high priority is questions that do not have a reasonable default. I think that not using encryption is a perfectly reasonable default for this question, and so it should be priority medium. BTW, the text of the question refers to "the image that is written to disk", which is unlikely to mean anything to users who are not familiar with uswsusp.
