I would advise not using --enable-chardet by default because it can
occasionally cause problems with UTF-8. While it is useful for CJK
users, it is typically -only- useful for CJK users. Latin character sets
based on Unicode may break with it enabled at this time.

At least, we've (upstream) gotten reports indicating this before. That
may or may not be true anymore. (I don't use chardet myself.)
