the postinst script in sarge's dpkg copies over a dpkg.cfg into
/etc/dpkg.cfg during installation, and as a result it's not marked
as a conffile.  during upgrades to etch, this presents a problem
because it's marked as a conffile in the later versions of dpkg,
and thus the user is unconditionally prompted for conffile
changes due to the version in etch being slightly modified.
