The script /var/lib/dpkg/info/avahi-daemon.prerm contains

    if [ "$1" = "remove" ]; then
        /etc/init.d/avahi-daemon stop || true
    fi

It should instead read

    if [ "$1" = "remove" ]; then
        invoke-rc.d avahi-daemon stop || true
    fi

This change allows sysadmins to use the policy-rc.d mechanism to
change postrm behaviour, which is particularly useful in chroots (to
prevent daemons being stopped or started).
