I sent a patch to the debconf package (to the bug report #232044). It's not clear whether it is exactly the same bug as the original 232044 or if a change recently caused this bug to come back. I will keep this bug open; maybe I can find a workaround for po-debconf (or maybe it is better to indicate to translators that on non UTF-8 locales, debconf won't show any translations).
