I recently used l2tpd with openswan for l2tpd over ipsec connections.
I was unable to get a connection established until I installed the
ppp package, after which everything was working.  I don't know if 
ppp is needed for every configuration, but it was for mine.  So I 
suggest that it be added as a dependency or recommended dependency.
