Yes, via piuparts. Here the command used:
piuparts -a -d sarge -d etch gnupg jtex-base jmpost latex209-base jadetex
thailatex dvipdfmx abntex ptex-bin ptex-base tetex-extra jlatex209-base tex4ht
passivetex libkpathsea-perl tetex-brev hlatex latex.service
I have been working on it. I can reproduce it with a debootstrapped
sarge chroot. And I've asked debian-mentors for the solution:

It seems Steve Langasek's solution can solve it.
