This seems to require a Pre-Depends on dpkg (>= 1.13.21), according to mrvn (Goswin) on #debian-devel. Bill, can you tell me which packages were installed before the dist-upgrade? The problem is, I can't reproduce it when just installing thailatex, because tetex-base gets unpacked before it, and its new version no longer installs that file.
