Hey Loïc, I'm not sure about how do deal with this bug. luksformat is not used by any other software in debian yet, and i don't know whether it really justifies a Suggests for dosfstools. On the other hand i don't know why the default fstype in luksformat is vfat. Martin, you're the author of luksformat, what was your intension when you set the default fstype to vfat?
