Investigating, this is due to a
Conflicts: debhelper (<= 5.0.37.3)
while the current version in Etch is 5.0.37.3.
Obviously, python-central managed to reach Etch without the "proper"
debhelper.
I have no idea how to fix it except asking you to ensure that
python-central and debhelper become co-installable in Etch as soon as
possible.
Please adjust severity or (re-)assign as necessary.
