I forgot to Cc it to this bugreport, but it's not just a simple
build-dependency that has to be updated, libapache2-mod-layout simply
doesn't compile anymore with the latest apache packages. Since I don't
use it myself anymore and I don't know enough to fix it, I orphaned the
package (see #392229). If you want to take over this package, feel free
to do so.
