You analyzed it completely right. Thanks for reporting. I will add a dependency on texlive-base. This means that tetex people cannot use texlive-lang-spanish, but so is life. I will think about moving cathyph.tex into texlive-lang-spanish, where it would make sense. This would help all of us, am I right? Again, thanks a lot!
