Is the problem reproducable? I started filing a bug report upstream and
then noticed that the 1.4 branch seems to fix that problem. Could you
please test this?

Get either zaptel 1.4-beta1 tarball:
http://ftp.digium.com/pub/zaptel/releases/zaptel-1.4.0-beta1.tar.gz
or branch 1.4 from the svn , and in the source directory run:

./configure
make ztcfg

See if the resulting ztcfg works better.
