Dpatch support was removed since the debian patches from 6.22 package has been 
merged in that upstream release. The optional get-orig-source target supports 
hashsum checking, while uscan and watch files don't AFAIK, and it is 
mentioned in the debian policy, so it is also a debian way to get the 
original source ;-)

Yes, the changelog should be completed. Also debhelper compat level should be 
5.
