Attempts to mount an nfs directory on the localhost results in a "permission 
denied" response.
That is trying to mount the nfs directory on a mount point on the same machine 
that is running the nfs server.

Mounting the nfs directroy on a remote machine works as expected.

The reason for doing a localhost mount is to be able to have access to 
directories on the main system from a chroot 
environment. All the documentation found states that localhost mount required 
not special setting, configuration, 
etc. Therefore I can only conclude that this situation is a bug.
