Hi Rafael, xscreensaver can work properly without fortune, but you have to configure it to use a different program to get text (using the -program option for most hacks). Because fortune is not strictly necessary for normal operaton, a dependancy isn't required by Debian policy. If I were the maintainer, I would probably use Reccomends, but there may be a reason Suggests is more appropriate in this case.
If this satisfies you, I will close this bug.
