Using it from KDE with the default setup, it fails with that error message, I 
think that the default configuration should not fail that way. At least the 
default setup should run fine, and it should not require additional 
configuration from the user part, because the user may not be able to do so.

If the Debian policy does not require a "Depends" tag, then close the bug, I 
don't know that much about that policy.
