Hi Oleg, I agree with you that the current quotes are irritating but I also think we have to follow the standards. Because of that I don't have a strong opinion about the quotes.

The current quotes (the quotes both in the Terminus font and the other X fonts) are part of the pressure on the developers to fix their programs (Emacs, GNU Info, etc.). The RFC documents where KOI8-R and KOI8-U are defined specify the exact correspondence between KOI8 and Unicode.
