the package is:

ii  gnome-osd      0.11.2-3       OSD message framework for GNOME

and, this is the empty dir:

[EMAIL PROTECTED]:~$ dpkg -L gnome-osd|grep site
/usr/lib/python2.4/site-packages
/usr/lib/python2.4/site-packages/gnomeosd
[EMAIL PROTECTED]:~$
