I noticed this bug report and have no interest at all to comment on the
issues discussed in this bug log, but there's one point I need to say
something about...

Sorry, but that's totally wrong. Just to give a bit of context, for
those playing at home: The paragraph Duck quoted from the policy is
positioned directly after a list of sub-policies (the perl, emacs,
... policies). This means "those" references the sub-policies listed
before. Thus, the first part of the sentence is saying that *the
sub-policies carry the weight of the policy*. 
The developer's reference is *not* normative, everything said there
means that you "should do XYZ, in most cases, if you don't know that
doing something different is better".
