Here are the usages for the 2 packages in Debian (testing and unstable):

   btmakemetafile.bittorrent file trackerurl [params]
   btmakemetafile.bittornado <trackerurl> <file> [file...] [params...]

However, the version of bittorrent in Debian (3.4.2-6) is sadly out of
date (due to licensing issues) with the upstream. I just took a look at
the source for the upstream bittorrent version 4.4.0 and it has the
following usage:

   maketorrent-console [OPTION] TRACKER_URL FILE [FILE]

So the btmakemetafile in bittornado was changed to keep it in line with
the latest upstream version of bittorrent (ignoring the rename of the
executable). The file parameter was moved after the tracker URL to allow
for multiple files to be specified on the command line. Thus it is the
bittorrent package in Debian which is not complying with the "official"
standard.
