when instaling the package for the first time, install process should create a 
'lirc' group, and when creating /etc/devfs/devices.d/lirc, put 'root.lirc' 
instead of 'root.root'. Then a warning or an email should notive the admin that 
to let users access lirc, he just have to edit /etc/group

I expect many ppl to do dirty tricks ... run client as root, put too permissive 
rules on /dev/lirc ( such as 777 ), or many other non secure things.

greating group lirc with rigts 0660 on the device would help ppl not doing 
nauty/unsecure things.
