Absolutely not... downgrading pycares to version 4 is not the solution.
See bug #1123948.
You (or its maintainer) need to update python3-slixmpp to the API 5 of
pycares.
aiodns will not be updated to version 4.0 yet... the upstream project is
introducing drastic changes at a dizzying pace. We need to wait for
everything to truly stabilize. That's how Debian works, you have to be
patient with these things.
