I updated the project settings, now you can request membership. Don't
know why it was disabled. As alternative, give me your Debian username/email
so that I can invite you.

Last time I checked Debian was the only to have it named dwarves, that's
why the binary is now named pahole. I don't know if that is not true any more,
it's better to coordinate with the upstream.

Aboud the library, I guess it should be libdwarves-dev as per policy.
