amdgcn-tools-19 depends on llvm-toolchain-19 but the goal is to not include llvm 19 in forky. The default llvm in forky currently is 21. amdgcn-tools-21 is already in forky and is built not only on the amd64 that -19 is built for, but also arm64 & ppc64el. amdgcn-tools-21 is already used by gcc-15.
