If that helps, specifiying the source encoding helps iconv with
doing the right thing:
$ iconv -f ISO-8859-1 -t UTF-8 < debian/po/fr.po

# Copyright (C) 2004
# This file is distributed under the same license as the mlmmj package.
# Søren Boll Overgaard <[email protected]>, 2006.

The same tip will work for the German translation.
