It's hard to test this because numpy currently has
PYBUILD_DISABLE="3.14", and python-rosettasciio won't build cleanly for
3.14 without a 3.14-capable numpy.  But I don't see anything in the
source package that would cause this, and when I try a test-build with
3.14 it at least runs pybuild for both 3.13 and 3.14 in what looks like
the usual correct way.

Agreed, this is also hard to test right now while we only have one
supported Python in unstable.

for 3.14,

but I see this same issue came up in Debian previously,
while rebuilding packages for 3.13, and was reported as bug #1089634
[1].

It was marked fixed in 0.7.1-2, but what was fixed is not clear to me.

Maybe picca@ could give more information on what exactly they changed in 0.7.1-2 in relation to this bug? It's also not clear to me from looking in git.
