developers-reference does not use doxygen, and doxygen was not installed
during the build, so this is clearly a different issue.

This looks rather Sphinx to me (maintainer Cc'ed).
Adding fr to LANGS_NOPDF fixes the build, but that feels more like
a workaround to me.
