cli-common has been unmaintained for 6 years, and even before that it
received only a single non-NMU update in 11 years. It has been formally
orphaned one year ago: https://bugs.debian.org/1079871. Following that
orphaning, no one stepped up to propose taking over its maintenance.

Since no one wants to maintain it, and we are not going to do it either,
we should cut our ties with it:
1. Drop all integration with cli-common, especially from maintainer
   scripts and custom dh_* scripts;
2. Drop all dependency relationships with cli-common, even
   Recommends/Suggests ones.
3. Fill a removal request against cli-common. This is probably going to
   lead to the removal of other packages, but it’s actually a wanted
   consequence. These packages are abandoned, and should no longer be
   seen as reliable.
