Please unblock package persepolis

[ Reason ]
The current version of persepolis (5.1.0-1) in Debian is affected
by several bugs that can trigger crashing and file corruption. The
persepolis upstream has provided a hotfix version (v5.1.1) to solve
this issue. 4 commits (including a release commit) were made, as seen
from https://github.com/persepolisdm/persepolis/compare/5.1.0...5.1.1 .

To be more concrete, the following are the actual changes:

     + Fix crashing if headers are not received successfully.
     + Fix the bug of corrupted downloaded image files.
     + Add support of Thunar and Caja file browsers.

I would like the uploaded perseplis/5.1.1-1 to migrate to Testing
to avoid these bugs from entering next Debian Stable.

[ Impact ]
* The program will crash with network glitches where headers are not downloaded.
* The program will be affected by upstream issue #1033, where some downloaded
files may be corrupted.
* The program will have poor support to Mate and XFCE desktop environments.

[ Tests ]
Manually tested by myself and upstream authors.

[ Risks ]
Minimum risk. This is a leaf package, and the diff is approved
by upstream authors.
