As we feared (#1083100), things are starting to break in the legacy
"classic" UI. Here, the /classic/targets endpoint crashes with this
error in the web interface:

error executing template targets.html: template: targets.html:131:51: executing 
"content" at <.Labels.Map>: wrong number of args for Labels: want 1 got 0

It is unclear to me what the alternative to this dashboard is, which
is concerning because it makes debugging adding/removing new exporters
really difficult.
