Package: fping

Dear Maintainer,

I recently tried to use fping's relatively new `--fast-reachable` feature
(introduced in fping 5.2) on Debian and noticed that the package is at its
upstream release 5.1 still on sid.

Upstream is at 5.3 and has implemented a number of interesting improvements,
which is why it'd be really great to have it included in Debian, too.

(I would have very much liked to created a MR for you on salsa, but I was not
able to figure out the workflow you use to sync new upstream sources into a
commit there... if you (briefly :)) outline how to do it, I'd be glad to try
preparing a suitable merge request.)
