Are you using KDE or Gnome (or something else) for the desktop environment? Wayland or X? If Wayland, did you enable wayland support in chromium or not (eg, running 'chromium --ozone-platform-hint=auto' or changing that in chromium's settings)? Did this behavior start with 135.0.7049.95-1~deb12u1, or was it present in earlier versions?
The description you provided does make it sound like a gpu driver issue. I suspect that firmware-amd-graphics from backports is intended to be paired with the linux kernel from backports. so I'd suggest trying to either downgrade to the bookworm version, or upgrading your kernel to 6.12 from backports and seeing if that fixes the issue.
