Hrm. I haven't seen this issue with the arm package equivalent
(libstdc++-arm-none-eabi)

It's not necessary if binutils is already installed, which it should be
as you can't use libstdc++ without binutils. That was a broken
dependency, so that's a valid fix in any case. Perhaps we'll also want
the pre-rm change too.
